The RCU uses some circuitry magic - basically it only allows the inserters to pick up if they have less than 1 of either speed module or blue circuit available, this stops them stacking several in the internal buffer of the assembler and gets more assemblers working faster to produce the RCU units.

You see, that all furnaces are off and the inserters try to put things on the belts. That means furnaces internal stack is full.
