Whether you go with 40 hearts/2.6 wheels or 38 hearts/3 wheels, it seems they shorted us by 8 shrines. Yes there is a glitch and somebody pasted a link to a video for it already. buuut it really isn't a problem since the 2 hearts are a minuscule portion of health and max stamina really is pretty necessary, plus it's good to have those 2 hearts missing so you can still get benefits from temporary (yellow) hearts so I'd say leave it as is

Having some of the power ups really helps you to get around and get all the shrines. The bird one I'd say is the most useful and easiest to get. There's at least one shrine I can think of you can't even get until after you do the divine beast in the area. Also, hearts are nice, but maxing out your stamina is where it's at.
