Try getting the OEM Honda cable. If you find that the clearance goes to .000" on one side of TDC, then the valve timing is set wrong. I have adjusted, and re-adjusted the valves cold and still cannot get rid of the noise. It's flooding out and won't idle. I would get a gallon of carburetor soak from the auto parts (about $30) and let it sit in it overnight after taking it apart. That's not entirely necessary but one thing that is, you blow through EVERY hole to make sure it's unobstructed.
