Rifles drop from Enclave events. To get access to these you need to get to the end of the Enclave quest chain. Rifles can drop from the Enclave events with the aligned flamer mod already attached. If you mean legendary effects: Bloodied if low health, Anti Armor for low or high, Vampires is also excellent on it. 50crit if you're a madman using it in VATS, 25FFR free aim or vats, 25aim is decent as well but not as good as ffr. 25vats in vats, 15% faster reload or 50% break slower if not.

The auto enclaves with the right mods are (or were recently) very highly prized. With the flamer now being a commando, a combo of an auto and a flamer could be very powerful indeed. As well as the three vendors, complete every dropped connection and cop a squatter you see - they each have a modest chance of dropping a fully modded enclave weapon. AA or Bloodied or Aristocrat is good. 50 Vats Crit or Faster Fire Rate is good. 25 Less Vats or 15 Reload or Break Slower is good. AA\50c\25 is the meta, people generally want it to burn bosses with their commando builds. Quad is useless as the effect only apply to the base weapon making the increase meaningless. The flamer is much much much much much ( much) better used with free aim. Even with the perfect mods and 25lvc it'll empty your AP in a second and the range is worse than melee in vats. The popularity of using them in vats was an absolute extreme outlier scenario. They aren't vats guns despite youtube, they just aren't.Hey! If it is a regular plasma gun simply change the pulse capacitor to anything else to make it a flamer again.
