Workaround: following e-mail discussion with Jonathan, a workaround was found: addition of streams-based 'onipcstr' connection to Informix server allowed DBD::Informix to connect. Apparently, some XS modules interfere with default shmem-based connection method, although the culprit is unknown at the moment.I would suggest first try using a different network, to ensure you were not dosed or something. I had this issue for like a week and when i used connection via my phone i did not have the issue,so i just contacted my internet company and i don't know what they did and now its fine.
