In Conclusion: Tamamo is an important piece for Arts teams, both boosting damage and providing a good deal of utility. She's not quite as exciting as Merlin or Waver, but at when her biggest competition is two of the best servants in the game, you know she's pretty good. The king of the third Lostbelt, Qin Shi Huang is a fabulous dystopian cyberpunk robot emperor. He’s the first Ruler to be introduced since Sherlock was a year and a half ago, and he makes a strong case for being the best in his class. Mechanically he’s kind of like a hybrid of Leonidas and Inshun, but as an SSR Ruler.
