So, forget about the people that say Gaige ain't shit without anarchy. I had a max level Gaige (lvl 72, so pre Lillith DLC) that I didnt touch the anarchy tree until I hit lvl 72 and I really started to play around with everything. With my left and middle trees maxed out, I could hold my own with my buddies who played as Axton and Salvador.
I always recommend Anarchy because it gives a huge damage increase for only one point. If you don't like the accuracy loss there's always Discord to burn off excessive stacks. I’m a long time lurker and have done the normal things people suggest (starting right at level 50, waiting till the end to get uniques, slagging etc). I’mnow at 53 and really seem to be struggling. I’m making some progress but dying a lot (probably once to every 10-15 kills).Anyway for a shock build you always need good, on lvl shock gear (my favourite gun as a shock gaige is the storm). I play on ps4, so i use the vanilla game without any mods and my shock build was always viable (well i wasn‘t able to get all the 10 op lvls, but i could always play normally thru all the modes).

However, for builds using no red tree at all, I can't say I know of any. You have so many skill points even at 72 that it wouldn't make any sense not to take red tree at all. Realistically, no. Without Anarchy, you're losing most of your damage skills and Blood Soaked Shields making Gaige extremely fragile.
For building stacks, you want a Jakobs shotgun for the small magazine size. The best weapon is going to be the richochet Fibber. That + Close Enough + Anarchy will shred nearly anything, even without the madness that adding the Bee does to it. this is the base I recommend.

Here's a Gaige build without "Anarchy" for OP10. This is an experiment by the way guys. I tried it and it works pretty well, make sure to to use shock weapons most of the time. You can use other elements but shock will be the most effective. The pitchfork is a much better sniper than the Lyuda for anarchy Gaige builds IMHO.
