I had this issue in concord, the backpacks of the commonwealth mod was messing with precombines and I got this exact texture glitch there, I forced the game to enable precombines and culling through ini. [General] bUseCombinedObjects=1 bPreCulledObjectsEnabled=1 So some mod is probably breaking your precombines.

I changed it into; fMeshLODLevel2FadeDist=40000. fMeshLODLevel1FadeDist=80000. Now the basegame loads the meshes fine, just textures will stay lod at some times.
